Only a 'grave threat' would trigger 42-day detention, say ministers
The Independent
4 June 2008
New powers to hold terror suspects for up to 42 days without charge would be triggered only by a "grave and exceptional" threat akin to the 7 July bombings in London, ministers said yesterday as they moved to defuse a potentially devastating revolt by Labour MPs.

The beginning of 2007 finds the Palestinian people in the most perilous position of their entire history, at the mercy of an Israeli regime able to act with absolute impunity. As UN Special Rapporteur John Dugard wrote in his September 2006 report: “ It is pointless for the Special Rapporteur to recommend to the Government of Israel that it show respect for human rights and international humanitarian law. More authoritative bodies, notably the ICJ and the Security Council, have made similar appeals with as little success as have had previous reports of the Special Rapporteur. It also seems pointless for the Special Rapporteur to appeal to the Quartet to strive for the restoration of human rights, as neither respect for human rights nor respect for the rule of law features prominently on the agenda of this body, as reflected in its public utterances. In these circumstances, the Special Rapporteur can only appeal to the wider international community to concern itself with the plight of the Palestinian people.”
Governments who talk of upholding democracy and human rights are actually perpetrating collective punishment on the Palestinian people. While the UN and NGOs called for $453 million of emergency humanitarian aid in November, in December the US and Canadian governments both reiterated their refusal to send aid to the Hamas government. On 26 December Israel sponsored the delivery of a huge consignment of arms (including 2000 machine guns) to President Abbas’ security forces in Gaza – a fact which could be interpreted as a deliberate fuelling of the present tensions between Fateh and Hamas and a provocation to civil war. Similarly, Secretary of State Condoleezza Rice has declared that she intends to ask Congress for tens of millions of dollars to “strengthen the security forces” of President Abbas.
Our own Prime Minister’s recent, predictably fruitless visit to the area epitomises everything that is wrong with Western policies vis-a-vis Israel/Palestine. He talked to Arab governments who do not recognise Israel. He talked to leaders who are dictators, ruling by repression, and he talked to the leaders of the Israeli government, who routinely ignore international law, and who have refused to implement more than sixty UN resolutions. He did not, however, talk to the democratically elected government of the Palestinian people. Instead he gave his support to President Abbas’ decision to put aside the democratic choice of the Palestinian people in order to hold early elections – in contravention of the Palestinian constitution.
Does President Abbas assume that the overthrow of Hamas and the election of a Fateh government acceptable to the ‘international community’ will benefit the Palestinians in the long run? Arafat made concession after concession, and went so far as to recognise Israel as a Jewish state, but the Israelis refused to negotiate with him. Abbas himself was backed by Israel in the Presidential elections, only to find he too was not considered a ‘partner for peace’. Does he have any reason to believe it will be different next time round?
The temptations facing Abbas are considerable, but the exacerbation of internal strife could be utterly disastrous. Fortunately, there are clear indications that the Palestinian people themselves recognise that the internal situation is being dictated by external pressure. In a recent opinion poll (see www.fafo.no), confidence in the Hamas government having the capacity to solve the crisis alone was very low at 7%, yet this is simply a recognition of the international refusal to talk to their elected government. There is no doubt that the majority of the Palestinian people favour a National Unity Government. More than half (54%) of those asked said that they would prefer a new national unity coalition government over new elections. The suggestion of new elections received the support of one in five (21%) of those asked. The poll data provides little grounds for believing that new elections would bring change. The same balance of support was found in the poll for Fatah and Hamas as before the last elections in January 2006: 54 % for Fatah today, 46 % in December 2005, while Hamas received 32 % support today, compared with 21 % at the same time last year. In addition, almost a third of respondents indicated that they would not vote in a new election (28%). If new elections were held, and if Hamas won again, would the pro-Israel coalition of governments demand that the Palestinians keep holding elections until they make the ‘right’ choice, under threat of starvation?
One way out of the impasse would be to bring Hamas and other parties into the PLO, as the only body which represents Palestinians inside Israel, in the Occupied Territories and in the diaspora. Palestinians need the opportunity for dialogue and debate on how to achieve their rights as laid down in international law.
President Abbas has said that he is still prepared to talk about a National Unity Government. It is to be hoped that this has positive results. The Palestinian people will only gain their just and lawful rights by working together and not succumbing to the divide and rule agenda of Israel. |

Can we please stop talking about Israel like it is some sort of monster - it is a state that has provided refuge to millions of persecuted Jews the world over. It has given the world so much, including its technology and medical advances, and continues to be at the forefront of such developments! Israel has to defend itself and if the palestinians are threatening its very existence, what do they expect in return?

To Berlingo - While Israel has contributed to to the technological advancement of selected parts of the world, that doesn't mean it is justified in oppressing people in such a 'monstrous' way. Can you blame Palestinians for resisting occupation - afterall, Israel only exists because Palestinians were removed from their homeland.

Palestinians, were Jews , Christians and Arabs living in the area known as Palestine. It was a mandate, not a country, and there was no government, king, or boundaries. Please stop with the lies about pushing Palestinas and them being removed. They were asked to join the new sate, but were told by their leaders than the land of Israel was going to be destroyed, and that they should leave, and when the Jews were murdered, they could return. Guess what, Jews prevailed, and now they live side by side among 22 Arab countries. Wha tis the issue, Jews and a democracy in the middle east? Or Jews living anywhere?

Allyson, you are 100% correct. There are no such people as Palestinans. The Jews living in Pre State Palestine can be considered Palestinian if we use the other sides argument. Israel is a sovereign state of which we can be proud. Currently in Gaza we are conducting an operation to defend ourselves against the terrorism of Hamas -part of what President Bush described as the War against Terror, in which the civilised world should join us.

How much Land have Israel taken, stolen, in the last six decades. 60 years. jack

Palestinians have a right as humans and they have the right to get back their occupied land and what they are doing is just to fight the Israeli occupation. Everybody knows that Israel is a terrorist state sponsored by the US and the EU. when a suicide bomber kills a single Israeli the whole worlds points at Hamas but when the Israelis kill hundreds of innocent palestinians mainly women and children nobody speaks. what is this hypocrycy? Hamas is a democratically elected government by the majority of the palestinians and the united States and the EU should stop imposing their choice on the people of palestine. Why they saying they are protecting democracy when they can not allow the palestinians to democratically choose their rulers, this is hypocrycy. and israel should be forced to leave the land of the palestinians and stop the massacre of innocent civilians. after that is when the palestinians can understand dialogue coz they not doing any wrong to defend themselves.

In Iraq, Palestine, Lebanon, and Afghanistan and with plans to take on Syria and Iran, it appears that the USA, and its proxy the terrorist state of Israel, is pursuing a scorched earth policy towards Arabs and Moslems just as Hitler once pursued the Jews.

Peter, it is difficult to refer to Israel as a terrorist state - their tactics involve military offensives, which by their very nature are not terrorism. Abdullahi, you may want to reconsider the idea that it is acceptable to fire rockets blindly at neighboring cities just because someone is "occupying" land that was not set aside for Hamas (or any Muslim-specific agenda, for that matter) but was in fact a conglomerate of many different social and ethnic groups pre-Israel. Killing is not the answer, for either side, and perpetuating hate is what got us here in the first place. Israel should withdraw immediately, Gaza should elect a non-militant group for government, and Ms. Betty Hunter should not be praising Arafat for 'going so far as to recognize Israel as a Jewish state' - Israel IS a Jewish state, so recognition as such is not exactly a huge olive branch. Both sides of this argument seem to have some pretty fundamental flaws...

Now, Israel Jews have shown conculsively to the whole world in no uncertain terms what they are caperble of, Murdering children and old people in their bed's with out a care for any other person view, and willing to continueing to do this everyday to people, to stop people expressing views opossing the israel jew point of view. No Freedom of speech for none jews, If people like this are so willing to kill and murder children regardless of any excuse they may say, stealing would be no problem at all, and that is a fact now shown by israel jews. The hole world now know's this.
